I want to make a 1200 shallow gallon ornamental pond... and breed bettas in it.

Yes. Many other popular luvebearers can do that. But Pet store Bettas cannot live in saltwater.

Why would you put a betta in salt water? Whats the benefit of the marine guppies? Just being able to have them in a tank with salt water fish?

Bettas cannot handle it. I have heard guppies are healthier in brackish. Saltwater guppies are commonly fed to Marine Fish.
