How to tell if a betta has vision problems

I rescued a betta about a week ago and I think he may have vision issues? He flares at absolutely nothing randomly, especially during water changes or when he feels scared. I put food in there and he will like just peck the top of the water looking for it, Like he smells it but he cant find it. He was in bad living conditions when I got him with really bad tail rot :(

My blind boy doesn't flare at random things but once he went blind he did have a bit of trouble finding his food. He has been in his tank for well over a year though so he was pretty secure in his surroundings. It's quite possible he is blind as that seems to be a more common thing popping up lately from lfs Bettas.

yes he does and no he doesnt :(
