How to grow diatom algae?

I have been trying to figure out how to grow some extra diatoms for my oto's and so far I haven't found anything concrete. I am looking for ways to grow some in a jar. Some people say to use tap water and hopefully it'll have silicates or phosphates, some say to over dose kh buffers in a jar full of old tank water. And I had a thought of my own but I wanted to run it by you guys. Would it be possible to use the silica packets that they put in the pockets of clothes? I mean the little bags that are about the size of a tea bag and say do not eat....those are silica beads right? so technically it would be a food source for diatoms but would it be safe for fish any insight is appreciated.
