I got a male betta a week ago, and he still hasn't eaten anything.. he looks completely healthy, minus weight loss. he just kinda sits at the bottem of his tank all day, the tank stays relatively warm though. i've tried both flakes and pellets.. please help?

Hmm he doesnt sound too happy.
What to you define as "relatively warm?"
Also try and take a sample of water into the pet shop and ask them to test it for you to see if there is too much ammonia and nitrite. If it is then you will need to do lots of water changes to keep his water clean and free of those.

Reltively warm doesn't mean the tank is the right temperature. For humans, anything below our body temperature feels cold.

The problem could also be as mentioned, something like ammonia in the water that is making him sluggish.

I seem to have a problem with collecting things with scales and fins. Oops

I keep a lamp above his tank that keeps it about 73, but its a 3 gallon tank and my mom said if we put a heater in it it will fry him; and I change his water often, and put conditioner in it to keep the ammonia down..

How often is often? 73* is to cold. That's the most likely reason he is so sluggish. Buy an adjustable 50w heater, it won't fry him. Would you mind filling out the sticky in the emergency section titled "please answer as many of these questions that you can when asking for help"?

At most petstores, or online for the best prices. Please fill out that form.

His water temperature should be at least 76 with 78-82 being optimum temperature range. Most pet stores will sell a small heater, a 25w or 50w will work just fine in your tank, it will not fry your fish. Make sure to get an adjustable heater, so you can adjust the temperature to where you want it. When a betta is in water that is too cold he will lose color, become lethargic and his immune system will be compromised leaving him susceptible to all kinds of nasty things!

One hand reaches out and pulls a lost soul from harm. While a thousand more go unspoken for, they say what good have you done? By saving just this one... It's like whispering a prayer in the fury of a storm. And I hear them saying... You'll never change things...
