HOB flow rate reduction

I was wondering how I can reduce the spill flow for HOB filter.. I have a 5 gallon tank (Aqueon). I bought some filter fiber and put some at intake and some at spill... spill is reduced slightly... but I want to reduce more.. I don't like to see my betta being pushed down or to front of tank because of flow..

What can I do to reduce spill further?

well... my male is utilizing more of his tank now... so I guess i'll leave it as it is for now
