well, did you warm them first until toasty? just wrapping them will do nothing if the water is already room temperature as well as the towels.

hmmm.... could you maybe do a water change, and change the water to warmer water, and then wrap it in an attempt to keep it insulated for the night? Oh, and when you say cool, how cool is the water?

uhh idk its not room temp i dont know how to change the water i could keep him near the remote controlled heater

You don't how to change the water? Then why did she get you a fish if you don't know how to care for it? Bettas require weekly water changes, more if the tank is less than 5 gallons.

Also, is this fish staying at your grandma's house? Or is it going back with you to your parents' house?

Do you have a thermometer? Keeping him near a space heater is a good temporary solution, but you really need a thermometer, otherwise he could overheat without you knowing it.
