I would try him in a 5 gallon planted tank and see how he does. I know WalMart sells one for $25 or something and comes with everything needed so you'd only need to buy the substrate and plants.

Maybe it's worth the shot?

i have my own tail biter also, Nelliel went crazy on his caudal tails within 5 days taking 30% off and blowing his tail, his curled dorsal has so me biting also but it never became his main target. its all under control atm for the time since i feed him several tines a day. i dont even bother with AQ salt for him anymore, damage too serious to outlast tail biting. i just use fin damage dose of stress coat.
