Nope. Dragon is a type of scaling. Petsmart seems to call all plakats dragons though.

Tanks- 55 gal(in progress)-Common pleco, Angels, lemon and rummynose tetra, blue rams; 29 gal planted- rasboras, corys, otos, clown plec, shrimp; 10 gal- juvenile goldfish; 6 gal planted- betta

Other Pets-Maggie(Tricolor Paint Mare),
Lily(Sun Conure), Zoe and Melina(Budgies), Leonardo- Bearded Dragon, Pilot and Phoenix(Golden Retrievers), Beckham(german shepard/akita), Myrtle and Richard(hermit crabs)

Yeah I noticed that, some of them are dragons, and their Plakats aren't HM so they're not really so good

LOL the majority of petsmart's "HMs" barely qualify as deltas.

I do have a nice HM I got from petsmart but the jerk ate his fins. He's a total psychotic wreck.

Go with a good breeder if you want good fish!

BS I've seen every grade of betta at Petco. There are some HMPK Dragon scale fish sitting at the one I visit right now. That being said some of them aren't dragon scale. I think what you're seeing is, many of the really good examples are sold before you get there ;)

This is the funiest comment I've ever read on a fish on this forum... thanks for the laugh, Jackie!
