I know your ideas mean well, but where do we draw the line? Rather than a gun limit, why not a mental eval every x years for gun owners? That way it would be fair to the man with one gun and the avid collector.
When it comes to drug tests, there are a lot of problems with it. Not the test itself, but the cost. What should be tested for? Should the already stressed government pay for the tests? Or should the person buying the gun? Wouldn't that put a strain on the poor who need guns for the purpose of providing for their families and thus be discrimination? So many questions and no way to answers them

as for drug tests, i highly suggest that weed be eliminated as a disqualifying factor. not only is it on its way toward total legalisation, but have you ever met a stoner with the motivation (either physical or emotional) to shoot someone? most stoners i've met would much rather "hug it out" than resort to violence, and those that are the exception would spend half an hour remembering where the safe was, then another half hour finding the key, then in the intervening time, smoke another bowl and forget what they were mad about in the first place :p
