Well my problem is he can't get to his food or target it. Any way he can get to his food. I think he's blind too.

Well when you give a betta fish food, they go for it right? But this guy doesn't. When I had him in a cup while I was doing water change, he didn't go for it. I'll try to use my frozen brine shrimp. IDK if that's going to work.

Hmm that is so weird. Maybe he is blind,

Does anyone know a way to tell?

Maybe try putting a mirror in front of him and see if he reacts.

what size tank is he in now? If it is big see if he can follow your finger on the glass or see if he gets startled but fast movement. does it seem like he is trying to find the food or more like he has no interest in food? They can smell right?

I think he's probably just miserable... get him into a bigger tank and a heater and there you go... But I understand your problem here, not sure how you'll be able to do that :/

I'll put one og my heaters there. He's on a 1.5 gallon vase that he was atleast that's how I measured it. I wish I can keep him. I have a airstone in there too.

Alright, that's really nice of you... maybe give his owner a few days worth of your pellets/flakes and tell him how much to feed his betta, and see if he listens...? It would be worth a shot.
