Love tattoo's I have 26 total so far, and Yes I am a tattoo artist.

When I turn eighteen I definitely will be getting some tattoos.

Do y'all have any advice on tattoos over scars? Like, does it make it look different? Will it work at all? Will I have to come in a few more times and get more color added in?

Scars are all differnt. If its a soft scar it can be tattoo'd over, if its a hard scar then its not a good idea...

What if it's an ankle that has multiple layers of scars on it?

It would be hard to judge without seeing it.
A good tattoo artist won't work on an area that would cause harm to their client and/or negatively effect the quality of their work.
I say, wait it out until you're of age, then go see a tattooist for direct advice.

Waiting sucks, I know... but it's good that you are looking into this and wanting to educate yourself beforehand!

Yeah, I try to do research on something before I actually get it. And I'll probably ask a few of the artists around town what they think. I doubt it's doable though.
