Gravel, or sand is fine. You could also get eco-complete or other kinds of fertilized substrates, but its not necessary.
A good fertilizer is Seachem Flourish Comprehensive.
The main thing you need to pay attention to is lighting. You want flourescent or compact flourescent rated for between 5000-8000K. Walmart sells CFL's in the fish section for about $5 that are perfect.
