Wattage wise, it all depends on what you go with and what range you want to be in. LED's is hard to say, with t5ho you want like a 1/2-1.5 watts per gallon for low light 2-4 for moderate-high, with t-8 I had like 18 watts on a 28 gallon tank and it was very low light but sufficient enough...its hard to say. 5000-8000k is where you want to be at, most people, me included stick with 6500k as it's the closest to natural daylight but I do have a 5000k CFL on one tank and its working just fine
The odyssea light i mentioned would work out well for low-moderate light on your tank, and its a great price.
As for the dwarf hair grass, it's a moderate-high light plant that should have co2 injected...it's hard to grow and probably won't do well in your tank until you upgrade your lighting
