Odd algae

Probably not he best picture, but it shows my main problem. A couple of weeks ago I re-did Julian's tank. I switched it from gravel to a soil base using miracle grow organic potting mix, with black sand as a cap. Everything was going well for about the first week, but since I've been getting white dots all over my substrate, and now some slimier looking attachments to my plants, in the picture you can see my hygro is covered with it.
Anyone had anything similar to this in newer set ups? I know algae is common when starting these out but this isn't something I've seen in my other tanks, which also have plants, though none of the others are dirted yet.

Could it be cynobacteria?

Open your eyes
Now is the time
To rise up

I will have to do some research. I've already seen the normal green/brown and hair algae. Those were pretty easy to identify. This ones not really matching pics I've found of anything quite yet. It's just odd. Its not growing on my ceramic log, just plants and the substrate.
Here's a different pic showing how it sits on the substrate for some context.
