gravel and sand?

I have a fifty five gallon fish tank that I'm slowly trying to turn into an NPT, for sand, would plants be able to grow just fine if I put some sand on top of the gravel?

I had sand in a planted 55 gal. There are some plants that like tank. But your heavy root feeding plants don't like sand unless you add Root tabs. With root tabs you can grow some plants.

100Gal Cichlid tank, 80 Gal planted Community, 20Gal planted Betta, 7gal planted Betta, 20gal goldfish grow out. Yeah I like fish.

If you put sand on top of gravel, the sand will fall to the bottom, forcing the gravel to the surface.

125 - BGK, chanchito cichlid, pictus cats, silver dollars, palmas bichir
125 - cichlids (severums, bolivian rams, chocolate), rainbows ( turquoise, red), loaches (angelicus, zebra, kuhli and horseface), plecos (BN, RL and clown), denison barbs, tiretrack eel, pearl gouramis, betta
90 - Congo tetras, african knife, upside down cats, spotted ctenopoma, kribensis, delhezzi bichir
2.5 - betta

I have sand under my gravel because I was too lazy to remove it all when I decided to switch to floramax gravel

so it would be easier to remove most of the gravel? I already have two java ferns, one amazon sword, and one plant that I don't know the name of planted in the tank. Also I got some hornwort (don't worry it's not planted)
