Is it possible to siphon on dirt on top of sand? (Dirt leak through while planting)

I want the top lay of my substrate to just be sand. Is it possible to get rid of the MGPS on top of the sand with a siphon or what would you suggest?

When I have a tiny bit of ooze of the soil when I pull or plant plants in my soil based systems-I target vacuum sometimes and sometimes I leave it-it won't hurt either way, however, too much soil over your cap can sometimes-not always cause too high a nutrient load in the water column that can result in algae problems-especially if you don't have enough fast growing stem plants in active growth.

Thanks! I tried to siphon it off today but the siphon keeps clogging or does not maintain suction at all.
