I have some of this stuff in my tank....I did not realize how small it would be or how annoying and nasty it would be.

Does it get any bigger? How can I control it because it is blocking part of my filtration?

I am thinking about getting rid of it and adding more Duckweed because my Frogbit seems to be killing my Duckweed.

Frogbit should be bigger than duckweed? Mine always has been. That's one of the reasons I love frogbit, because it is bigger and it sends down quite large root systems.

I have seen a few people keep their floating plants sequestered by getting suction caps to hold airline tubing, attaching them to the sides of the tank and then using airline tubing to act as a barrier. Seems to work quite well and looks rather unobtrusive.

Frogbit should be large and easy to remove, even the new baby plants are the size of a dime or nickel. Maybe you have duckweed and frogbit confused?
