White growth on aquarium substrate?

I have had this tank cycled and well established for over 3 months, and have had this white substance in the tank for 2 of those months. It is a 10 gallon planted tank with aquarium sand and root tabs. I only have 2 male bettas in the tank (divided).

It is all over the sand and appears somewhat fuzzy. I vacuum as much of it up as I can once a week and it always comes back. I am not sure what else I can do so I am hoping someone can tell me what it is so that I can figure out how to get rid of it.

I'll post some pictures in a few minutes.

20g long NPT: 3 german blue rams, 1 powder blue dwarf gourami, 12 harlequin rasboras, and 2 otos
20g regular PT: 9 female bettas, 6 dwarf cories, and 2 mystery snails
10g divided PT: 1 male DT Halfmoon betta and 1 male Super Delta elephant ear
2.5g: 1 male Halfmoon betta

It's water mold. Is this a NPT tank? It is feeding on something (decaying matter of some type) and it can be really hard to eradicate.

As is stated in my original post it is a planted aquarium with just sand and root tabs. There has never been anything in the tank other than the 2 bettas and there is no decaying plant matter.
Could it simply be excess nutrients being given off by the root tabs? If so that would be a relatively easy fix.

I never seen that before. My guess is fungus, it might be feeding on uneaten food maybe. What are your water perimeter?

I never allow uneaten food to stay in the tank, mostly because I feed each betta one pellet at a time.
My parameters are 0ppm ammonia, 0ppm nitrite, and 5ppm nitrate

20g regular PT: 9 female bettas, 6 dwarf cories, and 2 mystery snails
