His tail - looks like fin rot to me. You can treat this like this:
Tail rot or fin rot
•Symptoms: Betta’s fins and/or tail seem to be getting shorter and shorter or they seem to be falling apart and dissolving, Black or red along the edge of the betta’s fins/tail, Bloody tips, Behavior may not change
Treatment: Conservative: Treat with Aq.Salt at 1 tsp/gal. Increase water changes to 100% daily. Replace accurate amount of salt following water changes. Add Stress Coat to help repair tissue. If there is little to no improvement within the first 5 days, you can increase the salt dosage gradually to 2tsp/gal but do not continue any salt treatments past 10 days. Medication: If Conservative treatment is ineffective use API Tetracycline, API Fungus Cure, API Triple Sulfa, OR API Erythromycin. Also add Stress Coat to help regrowth. Continue until fins/tail stop receding and start showing some new growth.
i change his water all the time.....literally, plus it is filtered i use kordon water conditioner each time. i did a 100% change last night..... changed filter but didnt rinse gravels or anything to keep some good bacteria

also i add one grain aquarium salt but the last water change not last nights 100% change but the one I did about 4 days ago I added epson salt because i had handled a fish with fin rot before i fed him and forgpot to wash my hands so i freaked and added a grain or two of epson as a preventative i did no water changes for four days then i did 100 percent change last night just one grain regular salt no his fins arent torn he is just ugly
Water changes need to be increased. 1 gallon bowls every three to four days should be cleaned 90% (or 100% cupping the fish). The temperature is much too cold... It is recommended to be at 78-80 degrees. The filter may be pushing him around as well.
With the lesser cleanings, the colder water, and the fact he tail bites (I can see that as plain as day from the picture) shows he is stressed, and that can lead to his immune system crashing... And leading to sickness. He could have columnaris, if it is fuzzy... Or have smacked into something to have scraped the scales off. The white, would then be slime coat trying to heal the body.
What ornaments do you have in there?
Edit: His fins are not ugly. They are DAMAGED. I would not recommend ever adding AQ or Epsom salt unless he actually had something. Epsom is for internal, aquarium salt for external. Plus when AQ salt is added it must be pre-dissolved.

arent the amount of water changes i am doing along with the filter greater than 100 every three to four days? i do 25-50 every 3rd day and 100 percent weekly, at least this week i did 100 percent twice.
i predissolve the grains of salt. i had a couple of sick fish so i did the epson because i forgot to wash my hands after caring for the two others. (who are fine now...or at least on the mend)
Well, a good practice to get yourself into washing your hands... You can also buy something to put into water to clean the nets. That way you do not cross contaminate.
He could be stressed from many different reasons. The cooler temperature may be one factor... Have you tried not using the filter? Some of my bettas really dislike filters... No matter the tank size.
It is nice you are getting a 5 gallon for him. If I may, I would recommend an adjustable heater that you can bring it up to 78-80 degrees. You'll be surprised in the change you will see in him.
do i still need stress coat? the nearest pet store is an hour away, and closes at nine. i am still settling my kids, and may end up at walmart if I dont hurry. i am going to get a real testing kit too, these strips are too iffy.
i am trying to make it to the pet store because this heater i have auto cuts off at 78 degrees, but two thermometers say that it's colder.

I have calmed down a bit since he ate and played with me after he had a full belly. i think you are right about the filter. my hubby said after i cut it on last night after cleaning, his tail got caught in it. how could i be so dumb?!
I am used to having to over filter for goldies, i guess.

Well, considering you have asked for help and are listening to the help given, that shows you are a good owner.
You always need to add tap water conditioner or stress coat.
It would be a good idea not to use the filter. I find 1 gallon is not the best size for filters anyways, since he cannot get away from the flow as easily. Definitely get a heater that can go higher than just 78 Especially if it is off by that much!! 4 degrees is a big difference. Adjustable is so much better.
Bettas aren't really big fans of filters or currents. Plus they don't have a high bioload like goldfish. I would skip on the filter and use do whatever water changes are recommneded for a 1gallon. I do 2 a week, some people do more.
When you get the 5G, a sponge filter may be something to look into. you need to buy more parts but i wont coat more then buying a HOB filter. I think i'm gonna do that for one of my guys. Everytime I turn the filter on, next time I look at him his dark blue is faded to grey. Freaks me out every time too!
If you do go to walmart - I know they have tetra heaters for cheap but they suck. if your on a budget you may want to look at ebay or amazon. Better selection and possible cheaper then a petstore. Not always though. Some sellers charge an arm and a leg for shipping >.<
Now for his head - is that patch fuzzy? Are there any missing scales.leasions or anything like that?
