What size is your tank? 3 gallon
What temperature is your tank? im not sure :/
Does your tank have a filter? an undergravel one?
Does your tank have an air stone or other type of aeration? no
Is your tank heated? no
What tank mates does your betta fish live with? himself :]

Food
What type of food do you feed your betta fish? betta pellets..he doesnt like the flakes
How often do you feed your betta fish? twice a day

Maintenance
How often do you perform a water change? twice a week 50% then 100%
What percentage of the water do you change when you perform a water change? see above
What type of additives do you add to the water when you perform a water change? betta water conditioner tablets

Symptoms and Treatment
How has your betta fish's appearance changed? his bottom fins look alot shorter and a little stringy :[
How has your betta fish's behavior changed? instead of swimming around happily..he rests on the bottom, or in between his plants...coming up for ait every so often..and then retreating back to the bottom..
When did you start noticing the symptoms? 2 days ago
Have you started treating your fish? If so, how? no
Does your fish have any history of being ill? not since ive had him..he's been wonderful
How old is your fish (approximately)? i have no idea :/

it sounds like fin rot, if the tip of his fins are turning grey and the fins are getting shorter, than it is fin rot

Do you know what the temperature of your water is? Lack of a heater can cause fluctuations in temperature, which can compromise the immune system. This leaves the fish open to disease or infection that an otherwise stronger fish could probably fight off.

It sounds like you are doing enough water changes for a tank that size (2 50% and a 100%) so I doubt it would be poor water quality. However, without an ammonia/nitrite reading it's impossible to tell.

I would personally get off the Betta conditioner tablets and use something concentrated like Seachem Prime. This is one of the best conditioner brands on the market and you get a lot of bang for your buck.
