Fin rot...?

Sorry for the bad pictures, I only had my cell phone camera. The one with the flash accents the 'problem areas' more, but they are white/clear, unlike in the photo where they look blue.

Housing
What size is your tank? 3 gallons
What temperature is your tank? 78-80
Does your tank have a filter? No
Does your tank have an air stone or other type of aeration? No
Is your tank heated? Yes
What tank mates does your betta fish live with? None

Food
What type of food do you feed your betta fish? Aqueon betta pellets
How often do you feed your betta fish? 2x a day, 4 pellets each time

Maintenance
How often do you perform a water change? Twice a week
What percentage of the water do you change when you perform a water change? 1 50% and 1 100%
What type of additives do you add to the water when you perform a water change? Prime by Seachem

Symptoms and Treatment
How has your betta fish's appearance changed? White/clear areas on his fins

As far as I can tell, the white/clear just looks like new fin growth. I may be wrong, but if he is behaving normally that is my best bet. If he's not full grown it's totally normal for him to grow more fin. I would say this is a sign that he is happy in his new home.

Thank you (: I didn't think it was, but I worry about him since he was a walmart rescue. I figure with nice upgrade from teeny cup to 3 gallon tank with nice, clean water, he should be doing much better very soon

Definitely! My walmart rescue ended up growing some fantastic fins once I brought him home. The first time I saw clear fin on one of my bettas I panicked and scoured the forums to find out if it was normal. Clear is good!
