Question Need Help: Fin Rot

Hey,
I have had my betta for around a month now and he has had fin rot ever since i got him. I have tried treating him with betta fix before i started reading here and know know that is a bad idea. I have just treated him with AQ and small dose of a fungus cure medicine. He hasn't improved at all and is quickly getting worse and i am starting to get pretty worried! What should i do to cure the fin rot? The only thing i can think of is i have no heater (i have ordered one, it should be here soon). Should i try lots of water changes now? or wait till i get the heater? Once the heater comes should i start the AQ treatment again and see if that works?

What temperature is your tank? Room temp 66F (way too cold i know but the heater is coming)

How often do you feed your betta fish? Once a day

How often do you perform a water change? once a week
What percentage of the water do you change when you perform a water change? 100%
What type of additives do you add to the water when you perform a water change? Water conditioner

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? Yes
How has your betta fish's behavior changed? No
When did you start noticing the symptoms? One month ago
Have you started treating your fish? If so, how? yes, one month
Does your fish have any history of being ill? No
How old is your fish (approximately)? 4 months

The first thing you need to check is the water parameters, you can get test kits at your local fish shop, until you know that can't really do anything because that could be what is causing the problem, I would say if you can't get a test kit for a while then daily water changes, don't keep the aqsalt treatment going for more than 14 (?) days, as this can do more harm than good!!!

No more than ten days. :)
Is it drastic? Betta have weak immune systems in cold water, so it may cure once the water heats up.

Okay will do, once i have the water parameters how will i know what is causing the problem?
