Java Fern Fuzz?

I noticed this gray substance on my java fern this morning. I have two and the other one doesn't have it in the slightest, which is a bit peculiar. Has anyone run into this before?

Looks like mold. Either means the plant is dead or is decaying. Is it naturally like that or is it planted?

It hovers above the surface of the sand. If that's the case I'll get it out of the tank. Thanks! This is my first time dealing with live plants. My wisteria, other java fern and anubias seem to be thriving quite well so it's strange that this one seems to be the odd ball.

Try scraping it off and planting it into the substrate (Gravel/sand)
