Glue flakes from tank

I got a glass 3 gallon tank and the glue that's used to stick the glass together protrudes out quite a lot on the edges and can be rubbed off easily.
Would it be safe for a betta to swim in this tank?

My guess it would be O.K. You could also take an xacto knife and trim off the loose stuff. If you need to repair the seam may I recommend Marineland Aquarium Sealant. I used it on a 20 gallon and it worked great. It's around $5 a tube.
