Is there something wrong with my water, or is this what I think it is?

I know bubble nesting is a breeding behavior, so I posted my thread here. (: Is this a bubble nest???

Yep, that's sure a bubblenest. However nesting is a territorial behavior, not a sign he is ready to breed. It signifies the male "staking his claim," so to speak. In the wild, when a male chooses a location as his territory, he'll construct a nest. When another male comes along and wants his territory, they will fight and the winner takes posession of the nest.
