Marina Betta Heater

I bought a couple of these for my 1 gallons and I have noticed they appear to work better when hanging loose and not suctioned to the glass. Anyone else have this heater and have any tips on how to get maximum output?

I also have those heaters in my 2.5 gallon tanks. I have noticed there is no difference when they are attached by suction cups or just hanging in the water.
