74 is a bit chilly; he needs to be a little warmer. 78 to 80 is ideal. You can either just warm up the room he is in, or get him a little heater.
Also, I'm not a vet, but I have heard from many people that peas will actually cause damage to the digestive tract of a betta. They are strictly carnivorous animals, so they don't need vegetables
ETA: You can also try using a different brand of pellet; I use the Omega One pellets, and they are extremely tiny.
