Fin Rot or something worse?

The outside of Flutter's fin looks like it is deteriorating. The "spine" parts of the fin are there still but the "webbing" part is receding. How do I know what it is and how do I treat it?

Just... missing o.O? It is very weird! Like it's just going away, no discoloration at all, just... receding. :/ I'm a bit concerned.

Also it is a bit tattered. Not like it's being bitten but like it might be being beaten off? If that makes any sense. If he had a plastic plant in his tank I'd assume it was from that... But he only has a live one, a frill.

then its just tail biting. It's caused by numerous things; boredom, stress, a decoration we don't like, or them thinking their tail is to heavy.

Hmm... It just doesn't quite looking like he's biting chunks off. It's not whole pieces coming off. It's like the webbing between the "spiney" sections of the fin is just coming off... When they tail bite would it look like what I am describing? Or would it look like they are tearing pieces off? I just don't want him to actually have something really bad and not find out until he is dead :/

If it doesn't look black and rotting then he's either tail biting or catching it on plants. You wont see him do it, and generally I find they leave the rays of the fin alone
