I think Bradbury has a fungal infection but I want to double check to be sure. He is lethargic, has no appetite, and there is a wispy, barely visible substance near his dorsal fin. I am about to add AS, and lower the temp. I have only had him for a week. I feel awful that he is sick.

Have you tested your water? If so, what are the following parameters? I had my water tested at the store a couple of days ago. The Ph was a little off (got something to correct that), but otherwise it was fine.
Symptoms and Treatment
How has your betta fish's appearance changed? His color keeps changing on his body. It was pale for a while but is fine now.
How has your betta fish's behavior changed? He has become lethargic, or rather more lethargic than what I am used to, he is just getting used to his tank.
When did you start noticing the symptoms? Yesterday, I didn't notice the "wispy stuff" until today.

If so, how? When I sign off here I'm adding AS and lowering the temp.
Does your fish have any history of being ill? I have only had him for just over a week. When I got him he had a damaged fin but no signs of disease. I'm sure there might be some that would say that I shouldn't have gotten a fish with a damaged fin, but I thought he was beautiful and seemed otherwise healthy.
How old is your fish (approximately) I have no idea.
I am wondering about something, should I take the cartridge out of my filter? Will it remove any of the salt I add to the tank?
Have I diagnosed him correctly? Is there anything else I should know?
