New fish being strange

Hey Guys,
My new Betta is acting a little weird, i think possibly the pump?

Housing
What size is your tank? 7 litre (i think 1.5 gallons)
What temperature is your tank? I dont know (Room is 24 degrees)
Does your tank have a filter? yes
Does your tank have an air stone or other type of aeration? no
Is your tank heated? yes
What tank mates does your betta fish live with? None

Food
What type of food do you feed your betta fish? Betta Bio Gold floating pellats
How often do you feed your betta fish? 4 pellats twice a day

Maintenance
How often do you perform a water change? Im not sure how often i should be, today is the third day having it.
What percentage of the water do you change when you perform a water change? see above
What type of additives do you add to the water when you perform a water change? New tank stability and Betta conditioner

Water Parameters: I do not have equipment to test the water ALTHOUGH i have purchased it im just waiting for it to be delivered
Have you tested your water? If so, what are the following parameters?

Ammonia: see above
Nitrite: see above
Nitrate: see above
pH: see above
Hardness: see above
Alkalinity: see above

Symptoms and Treatment
How has your betta fish's appearance changed? no
How has your betta fish's behavior changed? yes, when i first got him (monday) he started off very.... shy, but after a couple hours started moving around alot.
Come into work this morning, took off his cover and he was moving around HEAPS! also hiding behind the filter alot looked like he was having heaps of fun, then all of a sudden my Co worker looks in the tank and points out that he looks dead (floating toward the top of the water) i moved my hand over toward the tank and he swam off, since then he has just sat toward the top of the water, if i move my hand over to him he will swim around for approx 10 seconds then do the exact same thing.

My only assumption from reading up on these guys is that it may be due to the filter been to strong? It is set on the lowest setting and earlyer he didnt seem bothered by it but now it appears to be blowing him around, could he just be tired from fighting against the current? I've been leaving the filter on because after only 1 night of been off the water went brown.

HANG ON! is this him making a bubble nest? i took the lid off to watch him a bit and i can see he is blowing bubbles into the corner

Yes he is building a bubble nest, in the picture of above, those are bubbles, my male was doing that today but he couldn't finish it because he was bloated, then I did a water change, it was sad because it was his first bubble nest too, and yes he is building one :)

Phew haha! i dont think mine can finish it because of the current from the filter.
I've noticed him just chillen out on the bottom of the tank allot aswel.
