Its really a matter of opinion as well as the indivual bettas' preferences. People have many different opinions on how much space is enough. I say 2 gallons or more is enough. But it also depends on the betta's preferences. For exampe, I used to use 1 gallon tanks. Some of the bettas that lived in these tanks were active and happy and made nice bubble nests, others that I put in these tanks were sluggish or over-active and never blew nests, and seemed unhappy. But once I put them in a 2 gallon or more, they acted like the others, happy and healthy.
