Exclamation Frayed betta fins

Recently I noticed that my fighter fish has badly frayed fins.
I do a 50% water change once a week and have a filtered and heated 9 Litre (about 2.5 gallon) tank.
Could this be fin rot, if so could you tell me how to fix it??
Thanks

Looks like tears to me, fin rot usually has black edges. What kind of decorations does he have in his tank? Plastic plants are notorious for causing fin damage. Any other decorations that maybe have rough edges? Is the tank filtered? Their fins can get sucked into the intake & cause damage.

I have a live plant and some decorations but I made sure they were smooth. Yes the tank is filtered and if it is getting sucked into the filter how can I fix it??
Thanks

You can get a pre-filter or take some panty hose, cut the toe part out long enough to cover the intake. I used those plastic tie wraps (I think their called) to secure it, just make sure to smooth the edges of the part you cut. Some use a rubber band just keep an eye on it for deteriation or you could tie it on with fishing line.

LOTS of clean water & time. Make sure you do regular good water changes & he should heal up just fine. Keep an eye on him though to make sure it doesn't get worse or turn into something else.
