Paper towels?

Are paper towels safe to use for cleaning algae and such of the inside of the tank walls? Like with all the water and the fish in and everything? Or could they be toxic?

As long as they are fresh without designs they are unlikely to be toxic. I think instead you should get one of those microfiber mits the fish stores sell or even an algae scrapers. Both aren't expensive.

A acrylic safe cleaning pad will cost you about $1.50-$2. Mine lasted over 1 year before I tore it to shreds cleaning a OLD tank covered in mineral deposits.

The cleaning pads work much better for removing deposits than paper towels. Just make sure you rinse them before putting them somewhere to dry out.

I use paper towels no problem. I wipe as soon as I start to see a film, don't wait until the algae is so thick you can't see the fish

I use paper towels and even toilet paper when I don't have paper towels around...toilet paper is kinda a hassle though, since it breaks down easily and any little bits left in the water starts to mold. So yeah, that's the only problem...make sure there are no little pieces left in the tank when you're done.

I also use a spare toothbrush.
