Weird white spot on base of dorsal fin! HELP! ASAP!

I am really worried about my Betta fish. I have had him for about 5 months. Just a while ago, I noticed a white dot under his mouth and a large white blotch on the base of his dorsal fin. I have pictures to to show it. It is on both sides of him! 'Ol Blue (his name) isn't really photogenic though so I can't get good pictures. He looks like he sinks a little when he swims too. I think he might also have fin rot!!!!! I haven't been able to clean his water in a while. He has a 2 gallon tank with a heater and a filter. Any Suggestion or comments!!!!! Please help me!!!

Photos not clear or close enough to determine if there is something on the fish like a fungus or if he is marbling. He may marble and lose color.. to the point of having no color at all. I had one lose brilliant red and blue shades in 3 days and is now colorless sans a few freckels. Crazy thing as it may come back in time.. or may not. Need better photos. See if you can see any raise or fuzzy looking stuff in that area.

He has fin damage so there may be something that started in the fins and is now moving to the body........

Well it does look a little better today but it kinda looks shiny not fuzzy. What should I do the make it better? I am afraid that if I do a 100% water change right now, that it will stress him further.

A part of his dorsal fin is also turning translucent.

Also, what is the dot under his chin?

Sadly, after many many treatments, and cycles of it going away and coming back, Ol' Blue has passed on to the aquarium in the sky.
