Unhappy Dealing with a stressed tail biter

Norbert gets stressed easily and I am afraid of trying to heal his tail from the biting, will make him bite his own tail more. I don't know what to do.

Is he a HM just recently my sammy started giving himself a trim they do what is necessary if theirvfins are too long..or heavy:(
