Upgrading to 20 gallon

Hello! I finally convinced my parents to drag our old 20 gallon tank out of the attic to use as a sorority tank.

Thing is, said tank has been in the attic for about 8 years now. How would I clean it out? I assume a bleach wash, followed by several washes with water and let it sit out in the sun? (with some variation on that order)

Also, the filter's pretty disgusting and we never had a heater to begin with. What filters/heaters would you recommend? I'd prefer one that's a bit less expensive but still good quality. If it helps at all, the tank's about 2ft long, about a foot deep and about a foot and a half tall I believe. We have a stand and a hood with a light. We're planning on keeping it in a nook in our kitchen (it's out of the way but still very visible).

Vinegar? Okay, lucky for me I have plenty of vinegar. I'll keep an eye on leaks (I'll probably fill it up at least once or twice when washing out the vinegar and I'll watch it then). All of my supplies will be new; I have food and conditioner from my current two tanks. Thanks!

Yup! I just cleaned it - I used a sponge soaked in vinegar and scrubbed it. I rinsed it a few times with water, and I filled it with water now. I'm going to let it sit outside overnight (I had been cleaning it with my hose) to make sure that there aren't any leaks. Thank you for your help! <3
