I know Aquarius was rather small when I got him and I thought he was stunted but then he grew a LOT since he has been living with me and is pretty averaged size for a betta.

Based on what I have read, the babies from pet stores will typically be smaller as adults because of the poor nutrition and environment they are in at the store, but if you feed them high protein foods (and especially live foods) and keep them at optimal temperatures with enough space, and enough water changes, I think they will probably color up the way they're supposed to and catch up a bit on growth. Of course, that depends a lot on what their parents looked like too. Since you have no idea what the parents were when you buy a baby, it's hard to know what to expect.
