Nasty film on water?

Not sure if I am doing something wrong. I got a 3 gal tank. At first I was changing ALL the water every other day as it was so yucky and hard to see and a "film" like look on top.
I talked to the pet store guy and he said to leave it for about a week or so and let it settle. I did but my betta didn't look happy. So when I changed all the water again he was back to being happy

I use tap water and I have "TopFin" water conditioner. It says 48 drops to ever 1 gal of water so I put in about 144.
The water just gets so yucky within 24hrs.

Am I doing wrong or what else can I do?

does he bubblenest a lot? i've noticed a film on the tops of our tanks after they make nests, and always assumed it was saliva (though now that i'm thinking of it, i'm not sure if fish produce saliva, so i might be totally wrong)

I noticed when i drop pellets in they make a bit of a film on top of the water
