Mystery fin tears

Hey everyone,

I've been having an issue with my betta's fins getting torn and tattered and I can't figure out the cause. I suspected the plastic plants, but I have removed them for a few days and am doing salt treatments, and tonight I noticed another long tear right through the middle of his tail fin. The tank is bare except for the thermometer and heater. It doesn't look like he's biting it because its long slivers of tears rather than chunks missing. It doesn't seem like rot either because there is no black on the fins. (My betta in the other tank lost a huge portion of his tail fin overnight so I'm pretty sure he bit them. It's the only time he's ever done it, and he did have pretty big fins)

Housing
What size is your tank? 10 gallons (filled to about 7 gallons)
What temperature is your tank? I try to keep it around 80 degrees
Does your tank have a filter? No
Does your tank have an air stone or other type of aeration? No
Is your tank heated? Yes
What tank mates does your betta fish live with? None

Food
What type of food do you feed your betta fish? Hikari pellets, Color Enhancing Beta Bits (TopFin?), and sometimes frozen Daphnia.
How often do you feed your betta fish? Twice a day with 2 pellets once and 2-3 pellets the second time. Occasional fasting days, no more than once a week.

Maintenance
How often do you perform a water change? Twice weekly
What percentage of the water do you change when you perform a water change? 50% and 100%
What type of additives do you add to the water when you perform a water change? API Stress Coat

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia: less than .25
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? Ripped fins
How has your betta fish's behavior changed? Behavior is normal
When did you start noticing the symptoms? Ongoing problem
Have you started treating your fish? If so, how? AQ Salt, 1tsp per gallon
Does your fish have any history of being ill? Other than fin tearing, he had a fungal infection last month.
How old is your fish (approximately)? Not sure. He was rescued and originally came from a pet store at the end of August.

does he flare a lot? my rosetail Frodo will get tears in his tail if he flares too much...i think the strain of it is a little too much for the membranes.

No, I don't think he flares too much at all anymore. He used to have a neighbor with a divider, and they would sometimes meet in the middle and flare, but his neighbor passed away, and I can't make him flare at his reflection either. Very rarely he'll flare at me when I go up to look at him.

Either tears or fin rot tears could be done by a lot of things like substate.
