That is actually incorrect.
Bettas can survive in a 1 gallon bowl. Provided it is heated and the proper water changes are done. I have successfully kept bettas in 1 gallon tanks and nothing happened and my fish were happy as clams because I did the water changes. Maybe you should read some more about betta keeping before posting.
But to the OP. Your tank is too small for another fish. However, snails and shrimp are an option. Just be aware that bettas sometimes see them as a snack, and not a friend. ;)
