Led lights are perfectly safe make sure you turn it off at night. Or it will stress them, they need day and night schedules too.
I hope the pineconing died down, if not you should probably treat your betta for dropsy as soon as possible, pictures would help.
Also, I do not know about baby shrimp but... I would just stick to pellets, flakes, dried worms and brine shrimp. Though i do know that ocassionally bettas can eat other things I would research that before giving him anything.
