Hrmm hard to tell but no it doesn't look like dropsy. I can't even tell if it is popeye, but if you see it's eyes like this:



then it is popeye

if it is something like this:



then it is dropsy. See how the scales are raised, that is pineconing.

Okay. What about the bloated belly. It has been about a week and I started feeding him only 1x a day and very little food. He started darting around and going crazy. As soon as I took the filter out of his tank he was okay. Should I try putting it back in? Thanks so much everyone for helping :)

how much do you feed him? How many pellets/flakes. Also darting could be a sign of ich, look for white spots like these:

Its not ick. He has had that when I rescued him so I know what it looks like. I took the filter out and his is acting normal. I alternate feeding him Bettamin Tropical Medly and Bettamin tropical flakes. He gets just a few crumpled up flakes. Normally 2x a day, but now I am feeding him only 1x a day.

alright then I'm not sure then he could be constipated then. You can fast him for 24h to see if his belly goes down.

You can also make him flare as it makes him poop :D see if that helps too.
