How do I treat whatever this is?

The past few days I haven't had power. As a result my fishs water temperature dropped to 60 for about a week. He now has cotton balls on his fins but on the tips. I can't see any other signs of anything except he likes to point himself up a lot but not all the time. Just did full water change and i'm acclimating him to the new temp. What am I dealing with (fin rot?) and how do I treat it. This is my first fish and i'd like to do right for him.

After researching multiple sites the general consensus was this:

Treatment options typically include formulas that contain methylene blue, such as Jungle Fungus Guard, Mardel Maroxy and Aquarium Pharmaceuticals Fungus Cure. Four teaspoons of Aquarium salt to the gallon also aids in healing the fungus.
