Hate to be the Debbie Downer but you probably won't get anything for $10. You are going to need at least $30 for a good set-up with everything .Look on your local craigslist and at thrift stores, you might find something a bit cheaper there.
Also get your mom to take you to local market, thrift store and places like good will...but if you have petsmart close by, a 2.5 gallon tank is only $15. and at petco I'm sure the $1/gallon sale is still on. which means you can get a 10 gallon for $10

I definitely recommend Kritter Keepers! They aren't the prettiest, but they're at least cheap. I think I got my 2 gallon one on sale for somewhere around $7. You'd have to pay more for decorations and a heater though. I suggest Craigslist for that. I don't like to filter anything under a 5 gallon since the filter takes up more room than it's worth. Glad to see you're upgrading! You'll have one happy betta! (:
