I bought two frogs and I was wondering if 16" is too deep for them

I have read 18 is max so 16 should work.

Depends on the movement of the water ( created by your filter) as well. if there is too much movement, then 16 isn't going to work unfortunately.

From what I have read 18 is max but there are other factors in play.
