Looks to me like fin rot that started from tail biting.
I'd QT And treat with warmer water, salt, and frequent water changes for 10 days and see where things are at that time.

I've never seen him bite his tail either! He has been doing it for weeks though. This is the worst it's looked but only started looking this bad a day or two ago.

He already seems to be healing a little in the QT tank, but it's weird - from his left side his fins look healthy and from the right they look like there's fin rot on the tips. Regardless, he'll be getting daily 100% water changes with AQ salt for 10 days. The ghost shrimp are probably really happy they will be able to eat freely now, lol!
