a 50/50 water and bleach mix can be used to clean and disinfect the tank.

Aquarium silicone can be purchased at home depot or lowes for about $3.

Restoring a small tank like that is an excellent idea. It is a simple procedure that takes all of about 20 minutes.

Yeah, definitely save yourself some money and don't get the small tubes of sealant from the pet store. Get the stuff from Home Depot. You don't want anything with added ingredients that could be poisonous. One brand I know is safe is G&E Window & Door Silicone. They have two kinds, "I" and "II". Get "I" since it's free of anti-molding agents that could be harmful to your fish.

I spend a strange amount of time wandering around Home Depot pondering the use of things for my fish. The 100% clear silicone I I've found sold there says "safe for use in aquariums" on the back. So I'd say, if it doesn't specifically say "aquarium safe", then don't buy it. It still has the much lower price than your LFS though :)
