What kind of goldfish are you getting? Fancy type need 30 gallons for one fish and comet type/feeder fish will eventually need 100 gallon. If you want 2 or 3 fancy get at least 50 gallon tank.

You should use double filter.. so if you have a fancy in a 30 gallon get 2 filters rated at 30 gallons like 2 aquaclear 30s. They like water movement and they are super messy. They don't need a heater. They like cold water.

Fancys grow large unless they are stunted by poor water conditions. You'll need a 30g and double filtration for it to keep it healthy.

They can get up to 8" in length (not including the tail) and live 20+ years if kept properly.

all i an get him is a 10 gallon but in the worst case, i can move my current stock to my 10 gallon and put him alone in the 21 g

If he's little he'll be okay in the 10 gallon for a short time with double filtration, until you can afford to upgrade. Just make sure to get two filters rated at 10+ gallons. He will eventually outgrow even the 21g.
