First time with IAL shipped to me...

I recently bought some IAL from Amy. When I opened my package, I got this note that says "mail interception notice" saying how something was "found moving in the mail in violation of the agriculture quarantine regulation pertaining to the entry and movement of plants...these violations may result in criminal or civil penalties". It also said that the reason for disposition is that the "material not authorized entry", "phyto-sanitary certificate missing" and that "permit is missing". The prohibited material was removed and destroyed. I got my IAL, but am worried. Should I contact Amy? Has this happened to anyone before?

Was it imported from another country?
If both the seller and buyer are in the US then there shouldn't have been a problem unless IAL is illegal in one of the states it traveled to.
But if you got the IAL it really doesnt make sense to me.

Yeah, I bought it from Amy Lin, who shipped it from Singapore.

It doesn't make sense to me either. I got my IAL, but there was that note in the package.

You techically are supposed to have a permit to import plants, or else they are allowed to confiscate, but I thought that it was only live ones....maybe thats why they left the note? because they noticed it was dead ones?? HMM
this is very interesting.

There was probably a caterpillar or worm mixed in with the leaves when it was going through inspection. It's nothing to be alarmed about. Insects lay eggs onto leaves all the time before they fall off the trees.

Customs probably disposed of some of the infested ones and the rest of the package passed so they sent the remainder of the leaves to you.

You should send Amy a message to let her know.

1. Singapore might have revised one of their numerous laws when it comes to exporting organic material.
   
2. Or some caterpillars snuck into the area where she keeps the extra leaves.

So I emailed Amy. Turns out she gave me a free gift of Catappa seeds, which can't be completely dried up so there might've been microscopic insects in there. It was still really nice of her :)
