can i use a big rubber thingy that i used for water changes and out my filter on top of it so they get oxygen and clean water at the same time? I'd say it is nearly s big as my 21 gallon tank or maybe a little bit smaller

That'd be fine as long as its only been used for fish and no chemicals :)
